I do not speak for the Government of the Incorporated Village of Earlville, the Government of the Towns of Sherburne, Lebanon, Hamilton or Smyrna, nor can I speak for the Governments of Chenango or Madison County, or the State of New York.
Therefore, any statement I make here that would appear to mitigate an issue regarding the dissolution is a PROPOSAL. The final proposal(s) and draft resolutions will be formulated in the Dissolution Study, and outlined in the Dissolution Plan.
Please Note:
THE PETITION ALONE WILL NOT DISSOLVE THE VILLAGE!!! THE PETITION ALONE WILL NOT DISSOLVE THE VILLAGE!!! I cannot stress this enough!
It is only the first step.
The petiton, if enough signatures are gathered, will only compel the Board of Trustees to prepare a Dissolution Study, which will result in a "Dissolution Plan." This will assess the true costs and benefits of dissolution. Input from the surrounding towns, the counties, and most importantly, the PEOPLE of the Village of Earlville, will all be essential, and it will all be assessed and included in the Dissolution Plan.
Plans to deal with important issues such as street maintenence, fire/EMS protection, building codes, village debt mitigation, taxes, etc. are REQUIRED BY LAW to be outlined in the Dissolution Plan. This process will mandate public input at all levels.
The finalized Dissolution Plan will then be put before the people of the Village in a general referendum for FINAL approval. It MUST pass with a majority vote.
If the referendum does not pass, the Village will continue, business as usual.

In a nutshell, the petition will help determine if it is better for us as citizens to maintain the village, or to go in a new direction!
